htaccess on cgi-bin

Can I put htaccess on the cgi-bin folder?

Dear Customer,

You can configure any folder at your account using "Folder Properties" option in Web Server Manager.

One of the features allow you to create .htaccess file for the folder you choose.

I cannot get this to work.

The path to the folder I want to have htaccess is reduced in length so that the full path isnt shown.

Another method I have tried is to put a .htaccess file within the cgi-bin folder I get the following error

Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator, accountname@valuehost.co.uk and inform them of the time the error occurred, and anything you might have done that may have caused the error.

More information about this error may be available in the server error log.

Also once I have removed it the error stays for about 5 mins.
